The primary purpose of this position is to serve in a developmental position with known promotion potential to the target position of Program Support Specialist, GS-0301-09. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
Duties
1. Conduct a wide variety of administrative management duties in support of the squadron mission and operations.
2. Perform squadron budget administration functions in the planning and execution of annual Operating Cost Based Budget (OCCB) and Expense Budgets.
3. Plan, organize, coordinate and accomplish assigned workload (other duties as assigned).
4. Comply with directives, regulations, processes and other guidance.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
This position is a developmental (GS-05 Target GS-09) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-05). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected."
GENERAL EXPERIENCE for GS-05: Three years of general experience, in which one year was equivalent to at least the GS-04, that demonstrates the ability to perform administrative duties, analyze and resolve routine problems, and prepare reports and briefings.

GS-07
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include knowledge of system concepts, principles and practices applicable to a range of management and use of related automated systems and applicable directives; knowledge of logistics, material support programs and functions needed to meet required objectives; knowledge of Technical Order (TO) system operating programs. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Education in excess of a 4-year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-07 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include knowledge of system concepts, principles and practices applicable to a large range of management and use of related automated systems and applicable directives; knowledge of logistics, material support programs and functions to assure that advice and consultation meet required objectives; knowledge of Technical Order (TO) system operating programs and interrelationships among other various programs/projects. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.

EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the basic principles, concepts, and methodology of the classified title.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments.
3. Ability to effectively communicate information clearly, orally and in writing.
4. Ability to gather and analyze basic facts and draw conclusions.
5. Ability to learn the operation of automated data systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Physical Demands: The work is primarily performed sitting at a desk although it may involve some walking to attend meetings at other offices or worksites. No special physical exertion is required.
WORK ENVIRONMENT: The work is perforned in an office setting with adequate lighting, heat and ventilation. The work involves everyday risks or discomforts that require normal safety precautions.
