You will serve as a SUPERVISORY IT SPECIALIST (SYSANALYSIS) in the IT SERVICES DEPARTMENT (N311) of FLT NUMER OCEANGPHY METEO CTR.

Duties

You will utilize your knowledge of Fleet Numerical Meteorology and Oceanography Center (FNMOC) system software, application software and system utilities. You will analyze and manage ongoing real-time computer systems processes. You will operate and troubleshoot Hardware systems, Software systems including sophisticated numerical METOC prediction models. You will apply analytical processes to the planning, design, and implementation of new and improved information systems to meet requirements. You will work with senior programmers and technicians as required to solve technical problems and to restore operational systems. You will debug and maintain large and complex database systems. You will distinguish between failures caused by hardware, operating systems software, and application software on a variety of hardware and software systems. You will serve as the immediate supervisory level for the organization. You will develop performance plans and take disciplinary measures. You will provide technical oversight, and assign work to subordinates based on priorities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 622 (Secure Software Assessor) level I within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current Information Assurance Training certification and Workforce Management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working in the information technology career field, more specifically, applying knowledge of communications paths and links through mainframe systems and out to globally dispersed users sufficient to facilitate detection and correction of communication breakdowns. Experience applying knowledge of Fleet Numerical Meteorology and Oceanography Center (FNMOC) system software, application software, and systems utilities sufficient to initiate and monitor processing of production workloads. Experience applying knowledge of operations run schedules and associated procedures, remote terminal procedures, job priority categories, system control language and terms for console commands used to direct work around malfunctioning equipment and reconfigure the system to function with reduced resources. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
