NIST works with industry and science to advance innovation and improve quality of life. We're looking for a Supervisory Physical Scientist to join our team! This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Duties

- The incumbent serves as the Director of the Program Coordination Office (PCO) and will be responsible for carrying all the leadership and supervisory duties of PCO - Provides staffing and decision-making support to the NIST Director, Chief of Staff, and Associate Directors. - Coordinates scientific and technical program planning and development, conducts program analysis and review of NIST programs, provides advice and recommendations on resource and budget allocations, and serves as the primary liaison for policy coordination with the Department of Commerce, other Federal Agencies, and the Executive Office of the President. - Formulates, directs, implements, administers, evaluates, and defends programs and policies necessary for the efficient implementation of a complex and comprehensive scientific and research program in the innovation, technology, and standards areas. - Leads the development and reporting of performance metrics and other evaluation tools to ensure compliance with legislative and Administration requirements. - Coordinates internal program reviews and external evaluations such as annual assessments of laboratory programs by the National Academies of Science, Engineering, and Medicine.

Qualifications

Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to the above basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 (ZP-4 at NIST) level. Specialized Experience is defined as providing staff and decision-making support to agency senior leadership, coordinating scientific and technical program planning and development, conducting program analysis and review of scientific programs, providing advice and recommendations on resource and budget allocations, serving as a focal point for scientific policy coordination with other US Government agencies and departments. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
