This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management Experts to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at U.S. Army Medical Command Headquarters, located at Fort Sam Houston, San Antonio, Texas.
This is an obligated position.
Duties
Formulate, implement, and evaluate U.S. Army accounting policy for financial management of accounting operations.
Review the appropriated accounting program and financial activities of the Command.
Oversee the programs for improving financial statements, recording and reporting in accounting systems such as the General Fund Enterprise Business System (GFEBS).
Assist with implementing the General Fund Enterprise Business System (GFEBS) accounting system.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to obtain and maintain Level 2 certification.

Specialized Experience: One year of specialized experience which includes Audit management-related systems and their interrelationships, Extensive knowledge of analytical evaluative methods in order to review data inputs; Comprehensive expert knowledge of management controls, risk management, accounting, and auditing theory with the ability to apply this knowledge to broad and complex assignments, and Serve as the senior evaluator responsible for providing subordinate commands and higher echelon with detailed briefings or position papers on the adequacy of financial accounting systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
