Duties
The primary purpose of this position is: To serve as senior program analyst/program manager for HQ Air Combat Command (ACC) Counterdrug/Counter Narcoterrorism (CD/CNT) programs to include implementation of Combatant Commander (CCDR) and Air Component Commander Counterdrug priorities. Coordinates US Air Force (AF) support to civilian drug law enforcement agencies and is responsible for interagency coordination for the detection and monitoring of all possible means of transit of illegal drugs, weapons, and people via known transportation modes such as maritime, aerial, automobile, and physical transport by people.
Duties
Serves as program manager for ACC Counterdrug/Counter Narcoterrorism (CD/CNT) programs.
Represents ACC/A3 as the CD/CNT lead.
Provides leadership and management support to MAJCOMS, supported COCOMS, other DoD agencies and Civilian LEAs s related to AF CD/CNT and C2 systems employment.
Exercises supervisory personnel management responsibilities.

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
- A Top Secret security clearance with access to SCI is required
- Frequent travel away from the normal duty station, to include CONUS and OCONUS locations is required
- Travel on military and commercial aircraft is required
- Overtime, to include weekends and during emergency situations, is required
- This is a Drug Test Designated position. The Air Force has determined the incumbent of this position will be subjected to random drug testing under provisions as outlined in the Air Force Civilian Drug Testing Plan (Tier One).
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of DoD CD/CNT operational missions and ACC provided capabilities Hemispheric radar Sites (HRS), Radar Air Surveillance Network (RASNET), Forward Operating Locations (FOL), Tethered Aerostat Radar System (TARS), Regional Airspace Initiative in Latin America (RAIL), Oman C3 Systems, Afghan Intelligence Fusion Center (IFC), etc., in order to translate issues into concept or policy and advise senior leadership and Civilian Law Enforcement Agencies (LEAs) on the applicability of different CD/CNT operational options and the use of USAF assets to support CD/CNT missions; Expert knowledge of Air Force operational doctrine, command and control employment capabilities in order to integrate DoD capabilities into National Drug Control Policy and provide necessary guidance/direction to execute the policy to applicable LEAs, DoD, and other appropriate agencies; and Expert knowledge of a wide range of qualitative and quantitative methods and ability to originate new ideas, projects, studies and methodologies for the assessment and improvement of CD/CNT plans and programs and to advise and lead subject matter teams engaged in joint and multi-national studies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD CD/CNT operational missions and ACC provided capabilities Hemispheric Radar Sites (HRS), Radar Air Surveillance Network (RASNET), Forward Operating Locations (FOL), Tethered Aerostat Radar System (TARS), Regional Airspace Initiative in Latin America (RAIL), Oman C3 Systems, Afghan Intelligence Fusion Center (IFC), AF operational doctrine, command and control employment and ability to provide necessary guidance/direction to execute the policy to applicable LEAs, DoD, and other appropriate agencies.
Knowledge of organizational CD/CNT players (USSOUTHCOM/AFSOUTH; USNORTHCOM/AFNORTH; USCENTCOM/AF CENT; Joint Inter-Agency Task Force, (South (JIATF-S) Air/Maritime Operations Center (AMOC); Joint Task Force-North (JTF-N); US Coast Guard/D7), MAJCOM, HAF, SAF, OSD staffing functions and PPBS, a wide range of qualitative and quantitative methods to originate new ideas, projects, studies, and methodologies for the assessment and improvement of CD/CNT plans and programs, and the ability to advise and lead subject matter teams engaged in joint- and multi-national studies.
Knowledge of the Defense Planning, Programming, and Budgeting System (PPBS) and comprehensive knowledge and understanding of Federal government budget processes (external to DoD), including Congressional authorizations and appropriations.
Knowledge of program evaluation factors and techniques to assess program accomplishments and to identify resource requirements including ability to gather and analyze cost, schedule, and performance data pertaining to program operation and management, and a wide range of acquisition and contracting requirements and quality assurance methods.
Skill in written and oral communications and in interpersonal relations.
Ability to recognize and analyze problems, research, analyze, interpret and apply rules, regulations, and procedures, summarize results, make appropriate recommendations, articulate and negotiate complex and sensitive issues, establish and maintain effective relationships with DoD personnel, LEA personnel, and other applicable agency personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
