This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York, a historically unique and geographically beautiful area. Fort Drum is approximately 30 miles from Canada.

Duties

Provide ground and facility maintenance and device support within ranges and facilities that accommodate military training and personnel. Inspect, test, service, adjust, install, replace, clean, and troubleshoot electronic target systems including hard wired and radio frequency communication systems, portable (non-standard) devices and electronic targets. Operate computer systems that are configured to operate range targets and support target scenarios and range operations. Repair and fabricate electrical wiring harnesses and connect wiring to support thermal target systems. Provide operator level maintenance (i.e., keeping connectors clean, etc.) on lead acid and gel cell batteries and solar panels. Operate riding tractor with mowing attachments and operate weed eaters. Perform building inspections to include checking foundations, walls, flooring, roofs, doors, windows, guttering, and building approaches. Apply paint to interiors and exteriors of buildings and equipment after repairs are made. Paint wooden target silhouettes, safety panels, range limit markers, fences, and firing point markers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 70 lbs. in the regular performance of duties.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The duties of this position require the incumbent to obtain and maintain a Forklift Operator?s License.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position has been designated "Mission Essential".
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronics Worker (Motor Vehicle Operator/Forklift Operator)~ without more than normal supervision. To meet this requirement, applicants should document experience performing common electronics worker duties such as maintaining, troubleshooting, repairing and inspecting electrical devices. Failure to meet this Screen out Element will result in an ineligible rating. To meet the basic eligibility for this position, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Ability to Do the Work of the Position without More Than Normal Supervision Physical Efforts: Exerts moderately heavy physical effort in performing lifting and carrying tasks; objects generally weighing up to 70 lbs. Working Conditions: Works inside and outside during all types of weather conditions. Works around and with electrical power supplies from 12 volt DC though 480 VAC to 3-phase high voltage current. Works inside in areas, which may be dusty, drafty, noisy and unheated. Stands on concrete and gravel floors, and works outside in rough terrain. Works around military combat, and tactical wheel and track vehicles and heavy equipment during range and urban combat facilities training operations. Exposed to danger of loud noises, pyrotechnics, laser frequencies, and explosives. May be exposed to sulfuric acid when handling batteries used in operating remotely controlled target devices. Is exposed to the possibility of abrasions, cuts, burns, electrical shock, falls, vehicle accidents, snake bites, skin irritants from poisonous plants and explosives. Hearing protective devices, hard hats with face shield and other safety equipment and devices are issued or readily available for use. Required to enter impact areas containing unexploded munitions. Environmental differential pay is authorized when the incumbent is required to load or unload Hoffman charges, deploy other electrically detonated explosive charges, and/or to work in areas generating a threat from unstable dud munitions.
