You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the FACILITIES MANAGEMENT DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will make recommendations and changes to policies and procedures for continuous improvements. You will provide supervision, leadership and direction to subordinate Engineering Technicians by delegating specific authority to carry out respective responsibilities. You will request funding for projects from Regional Funds Management Department and assists in maintaining the accuracy of the Spend Plan. You will Administers Specific Projects, Minor Projects, and Emergency and Service Work Program for designated facilities. You will be required to take annual refresher training associated with the Purchase Card Program. You will intervene with other internal and external organizational units to resolve problems of job status, priorities, milestones, tracking procedures and schedules to eliminate conflict and facilitate timely project completion.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes while conducting site visits.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Due to changing time requirements, shrinking funding resources, budget cuts, etc., the accomplishment of the workload is complicated. Sound judgement and quick initiative is required to react to the ever changing financial and workload requirements.
  • The incumbent must be able to climb ladders to gain access to roofs and work outside for short durations in extreme weather conditions.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing the maintenance, repair, operations, minor construction, and alternation of Class I and II Real Property to ensure facilities are adequately maintained; 2) Imputing computer work, establishing milestones, monitoring work and performing inspections; 3) Validating warranty work and conducts rework investigations; 4) Maintaining the Maintenance Action Plan; 5) Reviewing, verifying and authorizing purchase card statements that cover purchases and services obtained with the Government Purchase Card; 6) Ensuring equality in determining personnel qualifications, conducting interviews, selecting new employees, making work assignments, providing training, assigning details and making promotions.
