Serves as Branch Manager, Disclosure (AFN-420) in the Office of the Assistant Administrator for Finance and Management, Freedom of Information Act (FOIA) Program Management Division (AFN-400) and conducts, leads, coordinates, and/or oversees operations within the Disclosure Branch. The FOIA Program Management Division administers policies, programs, and procedures to ensure agency-wide compliance with the FOIA and Privacy Act.

Duties

The Branch Manager supervises, directs, and coordinates the activities of the Disclosure Branch through specialists and other personnel, using comprehensive knowledge of the FOIA and Privacy Act (PA), to ensure compliance with Federal FOIA statute; Department of Justice FOIA guidance; Department of Transportation (DOT) FOIA regulations; and FAA policy. Provides guidance to FAA Line of Business (LOB)/Staff Office (SO) in interpreting FOIA and PA statute, regulations, policies, procedures, and recent judicial opinions. Interacts with FAA LOB/SOs, DOT Modal Administrations, and the public regarding the disclosure of information under the FOIA and PA. Leverages expertise when engaging with internal and external stakeholders on the release of records and awareness of pending records productions.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.SPECIALIZED EXPERIENCE IS DEFINED AS:Experience working independently as a FOIA specialist, utilizing knowledge of FOIA laws, rules and regulations to process records under the FOIA and provide general guidance to managers and organization points-of contacts in interpreting regulations orders and policies;Experience tracking and monitoring data to identify trends and ensure assigned program activities are accomplished within established time frames; gathering and analyzing data to produce reports for use by targeted audiences;Experience applying knowledge of management analysis, to include using qualitative and quantitative analytical techniques such as process improvement, work measurement, flowcharting of work procedures and graphing; and communicating through presentation and in writing;Experience with using of Microsoft Office Suite (Word, Excel, PowerPoint, Visio, Access), automation platforms features (e.g. SharePoint), and Adobe Acrobat to draft letters, develop/produce reports, operating procedures, and work instructions;Experience establishing and maintaining effective working relationships with customers internal and external to the organization.You should include relevant examples of the specialized experience in your work history.
