The primary purpose of this position is to serve as the expert financial specialist in providing the full range of financial management functions including budget analysis, operating and support (O&S) cost analysis, cost estimating, cost performance, Earned Value Management (EVM), and cost scheduling.

Duties

Provides financial management expertise, technical advice and guidance, and leadership in performing a broad and extensive range of financial management program planning and analysis for a complex program having extensive program and financial relationships with other programs, complex funding requirements, etc. Formulates, establishes, and implements financial management policies, instructions, and procedures on Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds. Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements. Assesses, analyzes, and evaluates contractors' progress by reviewing cost performance reports, and cost estimates prepared by industry to support selection of the industry sources and plans to be committed to development and production decisions. Represents the organization at all levels within the government and at contractor/industry sites.

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.

  • This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
  • This is an acquisition position covered by the Acquisition Professional Development Program (APDP); and you must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the position duties.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-0501, Financial Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-12, or equivalent in another pay system. Specialized experience includes having expertise as a Financial Specialist in providing the full range of financial management functions including budget analysis, operating and support (O&S) cost analysis, cost estimating, cost performance, Earned Value Management (EVM) and cost scheduling. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of, and skill in applying, the concepts, principles, practices, laws, and regulations of the various financial management disciplines as they pertain to USAF aerospace weapon systems/subsystems research, development, and acquisition. Such disciplines include budget analysis, cost analysis, cost estimating, cost scheduling, cost performance and program planning for multi-year, multi-million-dollar programs. 2. Expert knowledge of the financial and budgeting systems of other agencies and private commercial companies. A working knowledge of other business disciplines and functions to evaluate or utilize contractor and government budget and financial systems, specific procurement requirements, and contractual obligations to the extent they affect the systems acquisition process and integrated life cycle management. 3. Superior verbal and written communication skills to deal effectively with all levels of government and industry on controversial issues, problems, etc., for which there are strongly held differing views. 4. Mastery of the techniques, uses, and contents of financial management efforts sufficient to accomplish complex assignments. This includes awareness of the activities during the total life cycle of a program. Basic knowledge of statistical techniques applied mathematics, and economics to conduct analytical studies involving complex technical parameters, logistics requirements, schedule constraints, and similar cost-influencing factors. 5. A foundation in accounting, procurement, and business disciplines to enable the analyst to evaluate or utilize contractor and government budget and financial systems, specific procurement requirements, and contractual obligations to the extent they affect cost. Awareness of engineering discipline in sufficient detail to allow effective interchange of information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
