The primary purpose of this position is to serve as Complex Process Manager per AFI 38-401 for a team of process analysts to correlate all aspects of major project areas studied and define visions of business processes to achieve future and ideal states by applying process improvement methodologies to eliminate inefficiencies and improve productivity within the Complex.
Duties
Serve as Team Lead
Analyzes and evaluates various complex maintenance processes, procedures and provides qualitative results and develops recommendations to resolve substantive issues of effectiveness and productivity of work operations across the Complex and base; and with other ALC's, contractors, bases, etc.
Plans, schedules and facilitates process improvement initiatives within schedules and priorities established by higher level management in correlation to the "to be" or end state.
Identifies situations/processes which need to be analyzed and improved.
Performs other related duties as assigned.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management; General Schedule Qualification Standards (opm.gov) Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes assessing the productivity and efficiency of program operations or to analyze and resolve problems in the staffing and efficiency of organizational activities; establishing criteria to measure and/or predict the attainment of Lean organizational goals and objective; developing related administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources or promulgating program guidance for application across organizational lines or in varied geographic locations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to lead a team and/or individual members of a team ensuring the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's work products and services; to advise/guide personnel and achieve AFI 38-401 and AoP core concepts.
2. Skill in planning and conducting comprehensive process improvement activities to affect the changes necessary to improve the process improvement sustainability of the organization.
3. Knowledge of a wide range of qualitative and quantitative methods used in conducting studies of major project areas that require application of AFI 38-401 and AoP principles; and of maintenance/production/industrial management policies, principles and practices.
4. Knowledge of program goals and objectives, sequence and timing of operational events and milestones.
5. Ability to communicate effectively, both orally and in writing and to build rapport with others and to articulate and communicate intricate process improvement concepts and theories as they pertain to the Complex's process improvement vision to all levels across the Complex.
6. Skill in preparing project papers and staff reports; in organizing and delivering briefings to managers to encourage understanding and acceptance of new processes.
7. Skill in quantifying costs/savings derived from successful process improvement activities and managing projects and the scope of which may affect the entire Complex.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
