The Program Analyst works in the Education Service for the Learning Manager and supports the Iowa City VA Health Care System (ICVAHCS) Director, Service Lines, Departments and Clinics, conducts projects pertaining to all administrative and technical areas of the facility and may have significant impact on services in this large, complex, affiliated, teaching Medical Center.
Duties
Coordinates and facilitates the facility Automated Data Processing Coordinator (ADPAC) program.
Consults with users, Office of Information and Technology (OI&T), and CPRS personnel to determine facility training needs and requirements.
Designs and conducts training for new and existing ADPACs.
Troubleshoots access issues and provides personal and group instruction on policy, procedure and implementation.
Works with the Directors and the Administrative Officers of all Service Lines in formulating and directing the development of major administrative policies for VISTA/Electronic Health Record (EHR) systems.
Evaluates areas where policies and operational procedures need initiation or revision.
Develops methodology and impact analysis of new VACO regulations, circulars, directives or legislation on functions and procedures and their effect on the other services and the Medical Center as a whole.
Responsible for developing or revising management reporting systems in conjunction with VACO, OI&T Region, VISN or Local Medical Center directives.
Specifically tasked to create, maintain and deactivate accounts for Resident, Interns and other Health Professional Trainees (HPT).
Compiles, validates and analyzes data for special reports, budget preparation, program planning, quality assurance and utilization review.
Works with other services to develop and implement improved data validation techniques.
Responsible for determining VISTA/EHR levels of access.
Give or removes User access to menus and keys when appropriate.
Maintains oversight on medical and surgical EHR team lists and other user identification information within VISTA/EHR.
Resolves operating problems referred by users through application of equipment operating manuals, troubleshooting procedures, personal knowledge of the system or consultation with OI&T and EHR personnel.
Conducts studies and analyses in functional specialty or subject matter areas.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Analyzes program performance data to identify impact and areas for improvement.
Coordinates frequent training updates as new software packages are released by the information service centers.
Identifies and determines training priorities, conducts surveys, provides training, administers programs, prepares reports and maintains employee records.
Ensures HPT accounts have been requested, assigned ,reactivated, and deactivated as appropriate.
Conducts surveys of training needs, analyzes information obtained, and submits recommendations to supervisor.
Develops guidelines, objectives, instructional methods, materials, and handouts for training topics within a hospital environment.
Conducts courses in a Programs of Instruction.
Provides instruction covering a wide variety of topics in well-established areas of subject-matter field.
Directly coordinates at the VISN and National level with other trainers to develop new training materials to provide current and up-to-date information.
Plans and/or accomplishes special projects.
Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues.
Conducts extensive research and compilation of data from diverse sources.
Extracts and assembles information, conducts analysis and develops reports or presentations.
Will conduct large and small instruction in classroom, alternative group-settings and individual venues to accomplish project goals.
Work Schedule: Monday-Friday 0800-1630

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: facilitating training, develops training plans, validating and analyzing data; managing computer program and software requests; troubleshooting electronic systems; performing administrative functions. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education.
