This vacancy is for a Program Manager (Survey Director) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Engage with co-workers, government personnel, survey respondents, data users, and field workforce to meet requirements for the design, execution and dissemination of large, high-visibility surveys with high-quality statistical data.
Direct a survey team and multiple participating divisions across the agency to accomplish program activities, resolve conflicts, and meet the expectations of Federal sponsoring agencies and Federal data users.
Apply Project Management principles and practices and providing final decision-making authority through each phase of the Survey Life Cycle in accordance with schedule, scope and budget negotiated with Federal sponsoring agenc(ies).
Plan and implement all aspects of the Survey Life Cycle including survey and instrument design, data collection, editing, tabulation, analysis, dissemination and foster technological and methodological innovation in a time of challenge and change.

Qualifications
This Job Opportunity Announcement may be used to fill other Program Manager (Survey Director), 0340, 15, FPL None positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Specialized Experience: For GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Experience is defined as: Designing, planning and executing large Federal surveys for the purpose of producing high-quality, high-visibility Federal statistics that inform effective program and policy development; Leading a large, diverse team comprised of survey methodologists, IT technologists, mathematical statisticians, data processing specialists, and field managers to ensure sponsoring agency's statistical requirements are met; Develop and execute improvements to survey design, methods, data collection operations, and/or data processing tasks related to the production of federal statistics; AND Negotiating with Federal agency sponsors or customers to develop a schedule, scope and cost estimate for incorporation into an Interagency Agreement or Contract.
Education: Education cannot be substituted for experience at this grade level.
