The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: AcqDemo This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for supporting higher graded specialists who serve as planner, analyst, and advisor to agency management on acquisition planning, strategy and processes for elements of a major defense acquisition system.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Program Analyst at the NH-0343-2 some of your typical work assignments may include: Support higher graded specialists who serve as planner, analyst, and advisor to agency management on acquisition planning, strategy and processes for elements of a major defense acquisition system. Prepare, review, and document acquisition documents for internal and external communications to include prime contractors. Assess, manage and eliminate risk related to product cost, schedule, and performance. Assist technical experts to ensure program/project requirements are properly identified, and acquired in accordance with Agency and DoD acquisition regulations and policies. Support higher graded specialist on all matters related to acquisition, program analysis, cost and schedule. Assist with identifying and conducting special studies and analyses to determine acquisition approaches for MDA programs.

Qualifications

You may qualify at the NH-02 broadband level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-09 grade level in the Federal service as listed below: Experience with managing multiple responsibilities; performs effectively in high operational tempo with dynamic priorities; able to identify, analyze, and solve problems. OR Experience using communication skills, both written and verbal; writing concise and impactful emails, talking points, briefings, and presentation materials. OR Experience with analyzing processes, procedures and staff initiatives to improve core process operations and evaluate databases to ensure timeliness and accuracy of workforce records. OR Experience researching laws, polices, regulations and reference material to analyze information, select and recommend corrective action and generate reports accordingly. OR B. I have a master's or equivalent graduate degree. Or 2 full years of progressively higher-level graduation education leading to such a degree. Or LL.B., if related. OR C. You have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
