This position is located in the Washington, DC Commuting Area in the Bureau for Global Health, Office of Population and Reproductive Health (PHR), at the U.S. Agency for International Development (USAID).
Duties
Serves as the Agency expert in providing guidance and technical leadership for the development of USAID family planning/reproductive health (FP/RH) strategies and of programs and projects to implement these strategies, in line with Agency priorities.
Serves as an expert consultant on broad projects and programs with global and/or national impact. Consults with all levels of management in USAID, other USG agencies, and foreign organizations. Liaises with program directors.
Provides administrative and technical supervision necessary for accomplishing the work of the unit. Establishes guidelines and performance expectations for staff members, Provides formal and informal feedback and evaluates employee performance.
Serves as the Agency authority regarding regulatory impact on the program. Coordinates efforts of other government entities. Identifies policy priorities, designs analyses, evaluates Agency strategies, and makes recommendations to senior management
Requirements

Qualifications
Specialized Experience:
Specialized Experience:GS-15: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Demonstrated program leadership and staff management experience to advance goals, and program outcomes for family planning/reproductive health (FP/RH) for U.S. government (USG) or International Organizations with programs in low or lower-middle income countries; (b) Demonstrated experience in advising USG, host-country or external stakeholders on FP/RH health issues for program planning and implementation in low or lower-middle income countries; (c) Demonstrated program design and management experience for USG or other donor funded activities relevant to FP/RH, including conceptualization for activity design and implementation in low or lower-middle income countries.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
