The primary purpose of this position is to serve as a senior Information Technology (IT) Specialist with responsibility for managing the base Local Area Network/Wide Area Network (LAN/WAN) including planning, analysis, acquisition, design, development, implementation, installation and testing of networked systems.

Duties

Manages the base LAN/WAN systems, designs and monitors new complex network systems, configures and installs network hardware/software, and maintains LAN Operations As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems Keeps abreast of emerging technology to predict future network needs As a senior IT specialist, participates in management discussions, meetings, committees, or special projects

• This position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties
• A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, or equivalent in other pay system. Specialized experience is includes knowledge of a wide range of operating systems software principles and methods; life cycle management concepts; IT infrastructure, IT security, principles and methods; systems testing and evaluation principles and methods; and troubleshooting procedures to install, configure, test, and implement vendor supplied modifications to existing systems software; develop and evaluate test data to validate program modifications and migrate modifications into production systems. ADDITIONALLY, IT related experience that demonstrates each of the four competencies listed here: (1) Attention to detail, (2) Customer service, (3) Oral Communication, (4) Problem solving (Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training). OR Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. 2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level. 3. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems . 4. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems. 5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
