The incumbent serves as the Business Services Specialist within the Iowa Natural Resources Conservation Service (NRCS), Assistant State Conservationist for Management and Strategy (ASTC-M&S) unit. You will perform duties and assignments in support of business operations and administrative services necessary to accomplish the mission responsibilities.
Duties
Provides support, and guidance in planning, managing, coordinating, evaluating, and reporting on a variety of business operations and locally-based administrative services.
Functions as the point of contact on various business operations and administrative functions, including Civil Rights and Ethics, Safety Officer, Wellness Ambassador, FOIA requests.
Coordinates the administration of facility services including cleaning and pest control; coordinates physical security for buildings, warehouses, and other structures.
Acts as Property Management Officer (PMO) for the organizational component.
Participates in conducting internal reviews and studies to evaluate the effectiveness of management practices and procedures.
Functions as the Americans with Disabilities Act (ADA) Coordinator, conducting ADA compliance reviews, reviewing and facilitating reasonable accommodation requests, and providing training and other informational materials.
Coordinates the implementation of Federal, USDA, and NRCS Fleet initiatives.
Exercises responsibility for overseeing and managing various business operations and administrative services.
Coordinates staffing needs with state and Business Center Human Resources (HR) staff.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g., one year at the GS-11 grade level for consideration for the GS-12 grade level).
Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing business and administrative support services for programs, operations, and mission responsibilities for an organizational component. Examples of specialized experience include:
Performing administrative duties supporting natural resources conservation.
Managing a variety of business operations and administrative services to support day-to-day operations.
Serving as the business and administrative services point of contact and/or representative.
Coordinating procurement and purchasing.
Coordinating fleet initiatives and facilities services.
Analyzing management, analytical, and operational activities and special projects designed to improve business operations and administrative services.
Note: There is no education substitution for the GS-12 level.
