About the Position: This position is located with the Naval Medical Center, Director of Resource Management, Contract Administration, San Diego, California.
Duties
Coordinate and manage pre-award contracting documentation and requirements. Analyze requirements to determine if they are adequately developed and justified.
Review requirements for services in response to changing patient demand, industry changes, and funding constraints.
Analyze the costs incurred to ensure the projected and actual expenditures do not significantly vary from obligation.
Assist customers in preparation of initial contract requests and coordinates the development and tracking of all documentation necessary to support approval of all contract manpower requirements.
Develop Statements of Work (SOW) for contracting efforts ensuring that management and program requirements are addressed and include alternative actions, acquisition strategy, and terms of contract
Manage the technical aspects of post-award contract requirements with health care organization and providers. Perform field visits to review programs and provide staff assistance and guidance
Ensure the timely flow of invoices, delivery orders, purchase requests, and other financial and administrative documents to appropriate offices.
Manage, monitor, and evaluate complex health care programs involving civilian health care contractors and institutions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the qualification requirements described below. Specialized Experience: One year of specialized experience which includes managing clinical civilian contracts; developing statements of work and contract requests; coordinating with contract specialist/officer; resolving a variety of contract issues; analyzing costs incurred to ensure projected/actual cost are in compliance; and utilizing automated systems, such as but not limited to, General Fund Enterprise System (GFEBS), Wide Area Work Flow (WAWF), Microsoft Word, and Spreadsheets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: PH.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as : Health Care Management/Administration, Finance or Contracting. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (You must attach a copy of your transcripts.)
