You will serve as a Management Analyst in the NAVSUP Naval Petroleum Office (NPO), Business Support Division, Fort
Belvoir, VA.
Duties
You will develop requirements, cost, and execution strategies for multiple office related projects and programs across NPO, in coordination with the Defense Logistics Agency (DLA), DLA Energy, and the NAVSUP Fleet Logistics Centers (FLCs).
You will execute, report on, and ensure compliance to guidance for these programs; and analyze and evaluate the effectiveness of
these programs, making changes as necessary to assure each program efficiently meets established goals and objectives.
You will advise on the distribution of work for these programs across the office and with external resources, primarily from DLA, DLA Energy and the NAVSUP FLCs.
You will develop travel plans for inspection, audit, and support travel, including Inspector General (IG) and Management Assist Visit (MAV) visits,
coordinating with office, DLA Energy, and NAVSUP FLC personnel.
You will oversee NPO Office Management, including facility planning, property management, supply management, physical security, coordinating IT helpdesk issues, developing standard office procedures, and performing fire/safety management duties.
You will act as the NPO's Non-DTS Entry Agent (NDEA) in the Defense Travel System (DTS), understanding and applying Joint Travel Regulations (JTR) primarily for OIC and DOIC travel, but also as a general DTS resource to other NPO personnel.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing management analyst duties. Specialized experience must demonstrate most or all of the following: 1) Performing executive assistant duties for a high level executive ( e.g. O-6, GS-15, or higher) including managing the executive's email, calendar, and tasks; 2) Overseeing Office Management programs, including such functions and programs as facility planning, property management, supply management, physical security, coordinating IT helpdesk issues, developing standard office procedures, performing fire/safety management duties; 3)Understanding and applying Joint Travel Regulations (JTR) while utilizing the Defense Travel System (DTS); 4) Advising on the distribution of work for programs across the office and with external resources; and 5)Evaluating and advising on the organization, methods, and procedures for providing additional information and administrative support systems such as records, communications, directives, forms, files, and documentation.
FOR GS-9:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing management analyst duties. Specialized experience must demonstrate most or all of the following:1) Performing executive assistant duties for a high level executive ( e.g. O-6, GS-15, or higher) including managing the executive's email, calendar, and tasks; 2) Assisting with Office Management programs, including such functions and programs as facility planning, property management, supply management, physical security, coordinating IT helpdesk issues, developing standard office procedures, performing fire/safety management duties; 3)Understanding and applying Joint Travel Regulations (JTR) while utilizing the Defense Travel System (DTS); 4) Preparing reports on the distribution of work for programs across the office and with external resources; and 5)Assisting with the evaluation of the organization, methods, and procedures for providing additional information and administrative support systems such as records, communications, directives, forms, files, and documentation.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
