The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Provide technical, analytical, and administrative leadership across the Center to ensure requested changes meet business objectives. Work with Center components and liaise with the Defense Information Systems Agency (DISA) Fourth Estate (FE) change management organization to coordinate change activities/initiatives within DTIC?s information systems and IT infrastructures. Drive improvements, control and create standardization where required, and provide the necessary challenge when needed. Ensure adherence to DTIC and DISA FE change management policies and procedures, end-to-end stakeholder engagement, and judicious application of change control to prevent unauthorized and disruptive changes from being migrated to production. Maintain currency in cutting edge software and information management developments to make recommendations on adoption of new software applications, capabilities, and other enhancements to optimize DTIC?s IT operations. Foster and advocate for a customer-focused culture within DTIC, concentrating on those activities that most strongly contribute towards improving customer lifetime value.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process. Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs. Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. Specialized Experience: In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as experience in Information Technology (IT) technical topics, pulling together various sources into on concise technical document, research process and procedural documentation, and explaining technical details clearly and concisely; advising management officials on change management matters including developing, analyzing, and modifying change management policies and procedures; performing integrated analyses of security and information assurance requirements; documenting change activities with and without use of automated tools; executing roll-back plans; implementing measures to detect unauthorized changes. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
