This position is located in the Department of Veteran Affairs (VA) Nursing Service Administration, Clarksburg, WV. The employee performs duties in support of the Associate Chief Nurse (ACN) of Patient Care Service (PCS) and Administrative Officer.
Duties
The incumbent serves in an administrative support role to the Associate Chief Nurse (ACN) of Patient Services and Administrative Officer.
The incumbent is responsible for analyzing and collecting data in order to create reports from various sources, compile and interpret statistical data or maintain databases, workload planning; and other executive decisions.
The incumbent reviews documents, reports and ensures data entry is complete and accurate. Assist with preparing reports and presentations for leadership and staff.
The incumbent will collect, compile and/or track data to support policy development and administrative decisions and will be responsible for process of service level policies and Medical Center Memorandums pertaining to Patient Care Services with final approval by the Associate Director for Patient Care Services (ADPCS).
This includes but not limited to proofreading, formatting, typing and assisting Administrative Officer in development and revision of policies.-The incumbent will be responsible for conducting personnel management functions and notifying HR of actions.
This will include but not limited to establishing a system of tracking for initiation of all 52 personnel action requests, staff changes, losses, hires and transfers, employee clearances and will initiate/sponsor PIV badges for assigned PCS staff ensuring timely, accurate completion.
Incumbent will perform comprehensive budget oversight for nursing contracts in support of Administrative Officer and serves as a fund control clerk. The incumbent assists the Administrative Officer in maintaining the numerous PCS contracts.
The incumbent performs all duties as it relates to processing Contracts, obtaining approvals/disapprovals, submitting authorizations, tracking fee basis request, and monitors funding at the obligation level for the need for funding increases/decreases.
Incumbent plans, establishes, maintains, and dispositions PCS administrative files. Maintains the filing system, which includes correspondence, reports, personnel and training records, project files, publications, and other directive material. Personnel records include positions descriptions and organization charts. Directive material includes all Louis A. Johnson VAMC policy memorandums and applicable memorandums, directive, and manuals as they are received and routes copies of these changes to the respective staff.
Incumbent is considered the subject matter expert for time and attendance keeping in the VAMC and assists with troubleshooting any timekeeping issues. Incumbent is also responsible for timekeeping duties for all full-time, part-time Nursing employees. Incumbent utilizes the Time and Attendance (VATAS), scheduling software (AcuStaf) and WEB-HR.
Performs other duties as assigned.
Work Schedule: Monday - Friday 7:30am - 4:00pm or as needed by the facility

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of the medical center organization, its mission, goals, policies, procedures and organizational structure
Knowledge of goals, priorities, administrative policy/procedures, and recurring reports.
Knowledge of the practices and procedures involved in data collection techniques, validation, and review in order to assure compliance with reporting requirements and validity of the end product.
Knowledge of standard procedures related to the analysis, collection, compilation, and/or tracking of data and statistical information with the ability to correctly report the findings in order to accurately track trends and create reports for the Patient Care Service.
Knowledge of regulations, and procedures governing pay for employee's payroll records, payroll processing procedures; Time and Attendance skills within VATAS for preparation of timecards
Skill in transcribing and typing memorandums, forms, reports, etc., quickly and accurately in final form.
Skill to be able to plan effectively and be adaptable and flexible.
Ability to independently follow up on applicable issues generated from correspondence, meetings, etc.
Ability to exhibit sound judgment based on his/her experience, organizational policy, and established procedures regarding various medical administrative functioning in making proper recommendations to solve operational problems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as; papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work.
