Duties

The primary purpose of this position is: To serve as a program analyst/manager, applying experience to direct planning, execution, and reporting of assigned command, control, communication, computer, intelligence, surveillance, and reconnaissance (C4ISR) test and evaluation programs; and to evaluate issues and develop recommendations to resolve substantive problems/issues of effectiveness and suitability in major joint service/command programs. Duties: Responsible for planning, developing, and executing end-to-end Operational Test and Evaluation (OT&E) of major Joint, Air Force, and MAJCOM C4ISR systems that support one or more of the following areas: flight and mission, war, mobilization, exercise, rescue, acquisition, special operations, contingency, training, and long-range strategy for joint/AF C4ISR systems. Provides technical guidance, leadership, advisory support, and assistance on an entire project and/or major phases for broad and varied operations. Prepares and presents briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Maintains a continuous liaison with Air Staff, other service headquarters counterparts, DOD offices, and Program Offices to Develop, Plan, and integrate Air Force Test plans. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations and participation in formal training programs.

  • Must be able to obtain and maintain a TOP SECRET (TS/SCI) clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Operations, planning, and/or intelligence experience related to AOC, CRC/AD, TACP, NC3, cryptologic modernization or C2 systems is critical to the successful completion of the work.
  • This position is subject to random polygraph testing.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Conditions of Employment cont... This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally. Employee is expected to meet Continuing Acquisition Education requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge and skill in applying analytical and evaluative methods and techniques, in an OT&E environment, to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of methods and programs in support of major operations such as war, mobilization, deployment, exercise, command and control, ISR, rescue, or similar operations; In-depth knowledge of the various command entities involved in overall planning and execution of operations and evaluations and the ability to convey advanced concepts and technical procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level Air Operations Center (AOC) plans and programs for conducting major operations such as war; mobilization; deployment; planning, programming, budgeting, and execution (PPBE); exercise; joint operations; technical operations; military tactics and strategy; acquisition; rescue; Information and Cyberspace Operations; Information Security; Intelligence, Surveillance and Reconnaissance (ISR); or related AOC operations. Other related systems include: Control Reporting Center (CRC)/Air Defense (AD), Tactical Air Control Party (TACP), Nuclear Command, Control, and Communications (NC3), cryptologic modernization or Command and Control (C2) systems. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of test and evaluation methodologies to develop and implement innovative modifications to standard accepted methods and practices of command and control system testing, necessitated by unique limitations and requirements of operational testing. Skill in designing and conducting comprehensive studies; and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
