YOU WILL SERVE AS A MANAGEMENT ANALYST IN THE T and E MANAGEMENT FOR PROGRAMS and OPS DIV, ADMINISTRATIVE SUPPORT BR of NAVTESTWINGLANT NWCF.

Duties

You will ensure that the Purchase Card Program is, in fact, the appropriate purchase instrument for procurements proposed as such actions. You will analyze small purchase requests to ensure consistency with governing DOD/DON and Command policy and process directives, and researches vendor products to identify responsive and cost-effective sources of supply. You will reconcile purchase records against the purchase card vendors? invoices, investigates and documents resolution of apparent discrepancies, and notifies reporting seniors of any discrepancies that he/she is unable to resolve. You will verify funds availability prior to initiating a Purchase Card procurement.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must obtain and maintain required levels of certification and/or license or training as a condition of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordination and management of purchase card procurements; 2) Possess the analytical, research, monitoring and organizational skills to perform the duties required in consistency with the governing DON/DON and Command policy and process directives; 3) Complies with Purchase Card Program directives that mandate screening of PRs to confirm that requested items/services are not available from mandated, primary sources, consistent with the nature of the procurement; 4) Identifies the most cost-effective sources of supply, but may justify selection of vendors who do not offer the lowest price. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Education must be related to the position being filled.

Successfully completed a Masters or equivalent doctoral degree.
OR
I have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Successfully completed a LLB or J. D. degree that is related to the position being filled.
OR
Have a combination of experience and graduate education that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
