This position is located in the Telecommunications and Industry Analysis Division (Division), Office of International Affairs (OIA), Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid.

Duties
The incumbent is responsible for, among other things, analyzing and assessing the substance of section 214 applications and reportable foreign ownership interests in applications within the Division's purview with varying levels of complexity for compliance with FCC rules and policies. The incumbent also servesas the International Communications Filing System (ICFS) and database systems technical expert. The incumbent reports directly to the Division Chief.

Qualifications

GS-11-To be deemed as qualified candidates must meet either the educational requirements or the specialized experience requirements or a combination of both education and experience. A. Education Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR B. Specialized Experience In order to be qualified, candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as follows: 1.Experience researching laws, rules, regulations, petitions, industry practices and other policy documents. 2. Experience assisting with the coordination of applications with reportable foreign ownership. 3. Experience assisting with the coordination of Department of State letters for submarine cable landing license applications.
OR C. Combination of education and experience GS-12- In order to be qualified, candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as follows: 1. Experience independently performing in-depth review and analysis of complex technical application to construct, modify or supplement telecommunications facilities and services as regulated by section 214 of the Communications Act.2. Experience reviewing complex, technical information contained in applications to determine if the proposed facilities satisfy Commission rules and policies.3. Experience independently conducting research and analysis to determine if an applicant has foreign ownership interests.4. Experience interpreting section 214 of the Communications Act, FCC rules, regulations, precedents, and standards and renders guidance as needed.
