The position assists in the preparation of the annual budget and maintains the internal budget management system. The position supports budget execution transactions and performs reporting, payroll reconciliations, and financial forecasting of compensation and benefits. The position manages internal controls of financial systems access and the FHFA travel card program and automated travel system.
Duties
Financial Management Work 50%
Responsible for the review of financial and program internal codes on various financial management transactions and documents to ensure accuracy of electronic financial management records in a manner that supports active fund management and facilitates the efficient and effective use of FHFA's funds. Responsible for funds controls activity and ensuring internal management controls are effective in the financial management system.
Coordinate's collection of annual assessment calculations and provides semi-annual assessment letters for distribution to Regulated Entities. Maintains liaison with appropriate division and office staff to ensure assessment ratios are calculated timely and accurately for assessment letters. Validates that regulated entities have made assessment payments, as required.
Serves as a key point-of-contact with the external audit team in the review of FHFA's budget processes and internal control reviews.
Maintains FHFA internal coding structures supporting Strategic Goal and assessment calculations. Evaluates data in financial management system and reports, develops recommendations to correct any identified problems, and briefs management on courses of action. Ensures that financial management system data is correctly used in external and internal reports.
Oversees OMB Max system reporting and coordinates resolution of any issues or errors with the accounting provider, and/or OMB Examiner or internal officials to meet required deadlines.
Coordinates with stakeholders to ensure that budget management reports meet user requirements and develops ad hoc reports as requested. Manages data in the internal financial management system and data from external official accounting/ financial reporting system to generate reports or make necessary changes, as required.
Acts as FHFA's travel program administrator, including maintaining the FHFA travel policy, responsible for the automated travel management system, and the GSA travel card program. Review's regulations and ensures FHFA's Travel policy is updated as needed and distributes up to- date travel policy and travel card information to FHFA employees. Ensures that employees are advised of correct allowances, and of taxable income from these benefits. Coordinates with stakeholders and employees on travel requests including travel allowances and proper use of travel card.
Budget Work 50%
Assists with review and creation of the annual budget formulation guidance and management of the budget formulation system. Provides support to Office Directors and Budget Liaisons in developing annual budget requests and in analyzing budget requests across FHFA. Ensures accuracy of consolidated office budget requests and ensures accuracy into the consolidated FHFA-wide budget request. Analyzes FHFA's budget and provides comments and recommendations for use by FHFA's Budget Officer, Chief Financial Officer, Chief Operating Officer, and the Director in making final budget decisions.
Develops, revises, and maintains effective administrative funds controls over FHFA's funds, including management of office reprogramming's and balances in all budgetary accounts. Provides budget execution support including budget policy guidelines and coordination to all FHFA Offices.
Prepares monthly and quarterly budget execution reports and briefs for Office Directors and FHFA senior management. Responsible for maintaining bi-weekly payroll reconciliations and associated external reporting to enable accurate compensation and benefit forecasts for use in semi-annual assessments, and for year-end planning.
Performs analysis and reconciliation of data maintained in the internal financial management system and the official accounting system. Communicates FHFA's requirements and negotiates workable solutions to financial service provider personnel and internal stakeholders, while maintaining high standards for FHFA's data integrity.

Qualifications
Qualifying experience for the EL/GS-13 level includes one year of specialized experience at least equivalent to EL/GS-12, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include the following:
Expertise in budget, accounting, travel, and data integrity related to automated financial transaction systems.
Managed budget execution for an agency while ensuring appropriate financial coding was applied across all financial systems, internal standardized reports, and programs.
Preparation, documentation, and presentation of annual agency-level budgets, budget execution and reporting, travel card program management, and administration of the financial management systems for an agency.
Advised and briefed management on status of financial management, budget status, financial-related projects, and systems of an agency's offices and third-party providers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
