The position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Infrastructure Services Division (ISD), Transport Services Branch (TSB), Network Section (NET), located in Alexandria, VA.
Duties
You will serve as an Supervisory IT Cybersecurity Specialist for Information Technology (IT) Network Infrastructure, as defined by the NIST National Cyber Skills Workforce Framework (NCWF), responsible for the technical and managerial aspects of enterprise network infrastructure transport service delivery to include project and configuration management of network routers and switches, and supervision of the project managers, engineers and technicians responsible for maintaining and enhancing the network infrastructure.

Qualifications
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience may include the following:
experience acting as the Service Owner and single point of accountability for development, delivery, support and technical expertise for assigned IT services, including wide area networks, local area networks and WiFi networks;
experience coordinating the implementation of new IT services, including project management, technical documentation and support, maintenance procedures, training, etc.;
experience building collaborative work teams in a matrixed environment and leading integrated product teams focused on organizational strategic issues and initiatives;
experience with the procurement lifecycle from requirements definition and market research to contract award, oversight and closeout;
experience preparing and presenting project management briefs, conveying cost analysis, technical concepts in both oral and written formats to senior executives;
experience managing or executing the transition of network services to a new service provider;
experience as a network technician, engineer or manager, for CISCO based enterprise-level network (LAN and/or WAN) and familiarity with implementing STIGs on network devices.

Selectee(s) for this position who are newly appointed to a permanent position prior to September 30, 2023 are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.
Selectee(s) for this position who are newly appointed to a permanent or term position prior to September 30, 2023 may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.
Selectee(s) for this position who are current federal employees on permanent appointments who are appointed prior to September 30, 2023 and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.
