This position is located in the Civil Rights Division's (Division) Educational Opportunities Section (Section). The position supports the Section's work through data analysis to determine whether colleges, universities, and school districts are in compliance with Titles IV and VI of the Civil Rights Act, the Equal Educational Opportunities Act, Title II of the Americans with Disabilities Act, Title IX of the Education Amendments of 1972, and Section 504 of the Rehabilitation Act.

Duties

The incumbent will serve as a Management Analyst. Duties include, but are not limited to: Identify and use a wide variety of internal and external data sources, while collaborating with DOJ personnel to identify and address potential barriers to accessing, analyzing, and using the data. Coordinate and advise on EOS's data collection and analysis, including as related to the CRT Reporting Portal, ICM, intra-Departmental resources, outreach, surveys, special projects, and the U.S. Attorney Program. Suggests data practices that will be useful for future analyses. Use a variety of data analysis tools, generate periodic and special reports as requested by EOS management. Interprets and evaluates internal data, including complaint data, state and federal education data, and case data. Identifies problem areas or trends. Create or procure a management dashboard that will allow EOS managers to access real-time Section data to make data-driven decisions regarding enforcement, outreach, personnel, budget, and organizational performance issues quickly and easily. Provide expert technical and administrative advisement to lead the effective implementation of organizational change related to data management practices, enterprise tools and sharable solutions.

Specialized Experience Requirements To qualify at the GS-14 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service or other pay system. Examples of specialized experience include: Performing formal and informal written and oral briefings and presentations of a technical nature to high-level management defending a position or to gain support from the audience; AND Applying analytical techniques for qualitative and quantitative evaluations of programs, operations, and work processes related to enforcement of or compliance with education-related federal civil rights laws; AND Analyzing, evaluating, and recommending data-driven solutions to internal and external policy and program issues related to the enforcement of or compliance with education-related federal civil rights laws; AND Creating and implementing training and professional development opportunities to improve the collection and analysis of civil rights data, including programs on how to use data to inform strategic decision making. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. You will receive credit for all qualifying experience, including volunteer experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): A Subject-Matter-Expert (SME) will evaluate your qualifications on the basis of your level of knowledge, skills, and abilities in the following areas. Please do not submit a separate written response. Demonstrated ability to analyze and evaluate education-related data using qualitative and quantitative methods. Demonstrated ability to advise managers and case teams on interpretations or analyses of data. Demonstrated ability to identify and use public sources of information in support of investigations or other enforcement work. Demonstrated ability to identify problems and recommend solutions to improve enforcement or operations (including through implementing new practices, training, or other techniques). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants applying for a grade higher than the grade you currently hold, must provide an SF-50, which shows type of service appointment, tenure group, grade, and salary. Your SF-50 Form must also show the length of time you have been in your current/highest grade (examples of appropriate SF-50s include Promotions, Within Grade/Range Increases, and SF-50s over one year old). No award SF-50s will be accepted. Current Civil Rights Division employees are not required to submit an SF-50. All qualifications, time-in-grade, and education requirements (if applicable) must be met by the closing date of this announcement and clearly documented in your resume.
