Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023.
As a MANAGEMENT AND PROGRAM ANALYST (PORTFOLIO MANAGER) at the GS-0343-13/14 some of your typical work assignments may include:
The incumbent works under the supervision of the NE Chief of Staff.
The incumbent serves as a senior management and program analyst and advisor to the NE Senior Leaders, providing business administration, acquisition management, budget management, and program management expertise to the NE Directorate.
Serves as a portfolio manager responsible for the coordination and implementation of strategic efforts, addressing intra-directorate program issues and coordination, and all matters pertaining to DTRA budgetary and programmatic reporting requirements.
Ensures DTRA programs, projects, and operations are aligned with strategic objectives.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Serves as program manager performing programmatic/financial analysis, including monitoring and reporting obligations and expenditures providing technical training.
Ability to advance skill in leading or managing a program related to either mission assurance, nuclear surety, or nuclear stockpile.
Directing administrative tasks and advising on business management processes and initiatives for drafting policies, procedures, reports, correspondence, and briefing materials.
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Identifies, analyzes, and recommends methods to improve proficiency in programmatic/financial analysis, including monitoring and reporting obligations and expenditures.
Overseeing administrative tasks and advising on business management processes, providing input for goals and objectives, and; Tracks progress in the development of managing a program related to either mission assurance, nuclear surety, or nuclear stockpile.
Experience in communicating effectively, both orally and in writing, to a broad range of stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
