About the Position: The incumbent serves as a Lead Program Analyst. This position is assigned to the HQ, CECOM - G8, Audit Complicance & Policy Office (ACPO), APG MD.
The Acquisition Demonstration program provides initiatives such as: simplified classification, streamlined hiring and expanded developmental opportunities.
Duties
Serves as expert advisor for developing direction and guidance to facilitate fiscal policy development in support of Command?s mission and functional activities for all funding sources to include but not limited to Operations and Maintenance,
Working Capital Fund, Foreign Military Sales, Research Development Test Evaluation, Procurement.
Serves as team leader. Acts as firs-line decision-maker for program analysis-related issues and elevates as need to leadership.
Oversees the Risk Management and Internal Control RMC) Program for the Command providing leadership with support needed to promote an effective RMC program to ensure internal controls are in place and operating effectively.
Reviews, interprets, and disseminates all, DOD, DA, and AMC fiscal directives that may have impact on command operations, policies and practices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Management Level 2 Certification obtained within 24 months.
- Temporary Duty (TDY) up to 10% of the time.
- Incumbent must be able to obtain and maintain a Secret Clearance
- Incumbent may be subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: 1) Leads Risk Management and Internal Control program to ensure that internal controls are in place and operating effectively; 2) Apply knowledge of enterprise risk management, entity level controls and financial management practice, methods, and procedures in the reviewing regulations, laws, directives, financial ledgers, and related transactions and functions ; 3) Implement the development and execution of the Army Financial Improvement and Audit Readiness Plan and provide training guidance: and 4) Extensive knowledge of commonly used budget and/or finance practices, procedures, regulations, policies, guides, pertinent laws, and procedures that specifically pertain to assigned work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
