You will serve as a Supervisory Management Analyst in the Force Manpower/Personnel Department of COMNAVSURFPAC.

Duties

You will be responsible for an acceptable quality and quantity of work produced by branch personnel, planning and assigning work, setting priorities and directing staff support of Force Afloat Manpower initiatives. You will assign overall priorities and direct staff support of Force Afloat Manpower initiatives. You will monitor, evaluate and advise on Navy policy and programming decisions including current and future year execution across multiple appropriations. You will develop, design and conduct complicated management reviews and research projects and provide advisory services on issues of such intensity and breadth that they often require input and assistance from subordinate activities. You will manage allocations of manpower resources relative to accepted plans through analysis of data. You will provide advice and technical assistance to officials seeking program analysis and assessment services. You will develop branch budget and prepare justification for defending those budget request before higher authrity. You will prepare and present high level briefings pf conclusions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and evaluating administrative programs to develop and implement business operation processes in order to improve the administrative and technical programs efficiently and effectively. Examples of qualifying service include: 1. Develop and supervise changes utilizing the Total Force Manpower Management System (TFMMS) software and hardware to ensure that the Chief of Naval Operations receives requests for revisions to military and civilian manpower requirements and authorizations. 2. Develop funding guidance for subordinate activities and participate with management in fiscal planning, development and execution of annual Program Objective Memorandum (POM). 3. Monitor, evaluate and advise on prevailing Navy policy and programming decisions affecting Enterprise requirements and assessment programs; 4. Serve as expert planner, analyst and advisor to agency management on program cost analysis, annual/multi-year and long range fiscal/programs. 5. Monitor current and future year manpower execution across multiple appropriations and recommend changes as appropriate. 6. Manage unit activations/deactivations. Determines impacts, through the use of various analytical techniques, for revised and future military manpower requirements based on existing and projected operational/mission requirements; 7. Oversee and develop military manpower requirements for subordinate activities to ensure compliance with official policy guidance, accuracy of manpower resources for approved programs, adequate justification and the overall balance of priorities within the total manpower resources assigned within the Enterprise; 8. Supervise the review and validation of all requests from subordinate commands for changes to authorized manpower resources and billet increases; 9. Interpret ship alterations to determine necessary manpower changes generated as a result of new equipment and systems installations; 10. Supervise the display and reporting of Enterprise Manpower deliverables, ensuring consistency of Enterprise message to BSO's, OPNAV Resource Sponsors, Operational Agents and other Enterprise Staffs; Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
