The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Participate in system modernization efforts to develop enterprise solutions and conduct implementation tasks while working closely with program offices in gaining deeper understanding of their existing applications. Participate in a team to develop new features and infrastructure in support of rapidly emerging business and project requirements. Working collaboratively with Product Managers, Product Owners on business initiatives to consult and advise on technical solution designs. Assess and understand existing systems and understanding how to maximize quality and customer satisfaction, minimizing maintenance costs and other operational issues. Collaborate cross-functionally with business analysts, quality assurance, and other team members to achieve solutions which satisfy business needs, goals, and objectives. Work alongside other software engineers on the team to elevate technology and consistently apply best practices as they relate to the project and general software engineering concepts.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience establishing best practices, lessons learned, and technology approaches to IT modernization capabilities including DevSecOps Software Development, Network Services, Cloud Services and other modern technologies; performing market research and alternative analysis; and working with the latest Amazon Web Service (AWS), Microsoft Azure, and other cloud platforms to architect or re-engineer software applications In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
