This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
You will serve as the Cybersecurity Branch Head and the Command Information Systems Security Manager (C-ISSM) within the Information Technology/Cybersecurity Division of the Naval Surface Warfare Center Carderock Division. This is a supervisory position and reports directly to the Command Information Officer (CIO).
Duties
You will be the senior leader responsible for the implementation and administration of the Cybersecurity Program across the Division, to include the remote detachments.
You will support the Commanding Officer (CO), and Technical Director (TD), Command Information Officer (CIO) and Deputy Command Information Officer (DCIO) on all cybersecurity related issues, to include reporting.
You will supervise a subordinate team and independently make assignments, set and adjust short term priorities, goals and objectives and provide guidance on work or administrative issues to ensure completion of work.
You will develop performance objectives, conduct performance evaluations, and undertake performance corrective actions.
You will be responsible for the execution of the Cybersecurity Program and Assessment and Authorization/Risk Management Framework (RMF) process.
You will provide technical advice and guidance on a wide variety of Assessment and Authorization processes, guidance, documentation, and review of authority to operate (ATO) documents to confirm that the level of risk of within acceptable limits.
You will conduct preliminary cyber incident/spillage investigations and the associated reporting for IT systems and networks.
You will assist in managing and executing an effective cybersecurity program, including providing technical advice and guidance on a wide variety of cyber workforce personnel matters.
You will develop policies and procedures to support Cybersecurity, Assessment and Authorization, Forensics, and an evolving cloud and remote environment.
You will manage the Media Transfer Agent (MTA) Program and review, approve, and train the MTAs to include reviewing the quarterly authorized letter.
You will conduct system security evaluations, lab audits, and reviews at all Carderock sites and detachments at least annually.
You will oversee compliance and reporting for the Command's Vulnerability Management Program.
You will review and approve all new Public Key Infrastructure (PKI) Trusted Agents.
You will conduct digital forensic examination and analysis.
You will review and respond to SIPRNet Task Orders (TASKORD), Warning Orders (WARNORD), Fragmentary Orders (FRAGO), and Operational Directives (OPDIRS), Executive Order (EXORD) for all Cybersecurity Incident Response tasks.
You will review and approve information system user account requests (SAAR-N) and privileged access requests (PAAs).
You will review and approve information system configuration changes and provide oversight of the Change Control Board (CCB).
You will analyze business and technical requirements of components, systems, and/or networks to evaluate risk and make recommendations regarding security compliance.

- This is a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 (Information Systems Security Manager) at the Advanced level within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing leadership within a Cybersecurity program to mitigate system vulnerabilities and monitor compliance with established cybersecurity policies or procedures. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
