Duties

You will serve as the Enterprise Digital Adoption Lead with primary focus on Flank Speed/Next Generation Navy personal productivity applications. You will serve as senior expert and consultant to top agency management officials to advise on integrating IT programs with other programs of equivalent scope and complexity. You will act as the Enterprise Digital Adoption Lead and will interface with the entire Carderock organization and Warfare Center headquarters for communication, change management, and adoption of new features or functionality. You will champion the use of modern tools and practices to foster a culture of modernization and innovation within the workforce to achieve information superiority. You will develop a consistent command-wide approach to storing and sharing data within Flank Speed resources, ensuring users have optimum utilization of flank speed resources and tools to support collaboration, productivity and efficiency. You will require knowledge of Department of Defense and Department of the Navy budgetary, financial management systems, and federal procurement practices. You will be required to be skilled in communicating effectively orally and in writing, including the preparation and proficient presentation of briefings and talks to high-ranking military and civilian managers. You will require a mastery of IT theories, principles, concepts, standards, and practices sufficient to: develop new theories, concepts, principles, standards, and methods in the specialty area(s). You will be required to lead the transition of the Enterprise Intranet into SharePoint Online, focusing on governance and architecture. You will require experience using full lifecycle development methodologies with web-based applications. You will require demonstrated knowledge in Microsoft applications – Share Point Online, Power Apps, Power Automate, and Power BI to include troubleshooting, configuring and providing user training. You will advise other IT experts throughout the agency or in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices. You will be required to function as a technical lead; coordinate requirements and resolve problems, issues and concerns.

  • This is a Cyberspace Workforce position, work role code Technical Project Manager, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Dept. of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector: managing Information Technology (IT) projects or programs (e.g. enterprise services, web-based applications, etc.) to develop plans or strategies for implementing information systems solutions or improving collaboration efforts. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
