This position is located in the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Office of the Assistant Secretary (OAS). The mission of SAMHSA is to improve the quality and availability of treatment and prevention services for people with substance abuse and mental illness.
Duties
ABOUT THE POSITION
Responsible for overseeing the activities, through subordinate supervisory and executive directors, of the OAS, the Centers for Substance Abuse Treatment (CSAT), Prevention (CSAP), Center for Mental Health Services (CMHS) and Center for Behavioral Health Statistics and Quality (CBHSQ) in addition to the Office of Financial Resources (OFR), and Office of Management, Technology, and Operations (OMTO) and will be involved in substantive program and operational matters covering the full range of the Agency's interest and activities, and complete familiarity with the Assistant Secretary's philosophy and management approach.
Assignments will involve highly sensitive and confidential matters and require the application of a sound knowledge of the many broadly defined Departmental-level program objectives and the current issues and special concerns which include critical matters pertaining to policies, priorities, and program direction of the Agency and to its structure, organization and operation. The scope and range of these responsibilities involve overall priority setting both with respect to resource allocation and issues for analysis and policy development. This requires extensive knowledge of policy issues, management experience, and highly developed interpersonal and negotiating skills.

Qualifications
Open to all U.S. Citizens, Federal Competitive Status Candidates, Current SES and SES Reinstatement Eligibles, and SESCDP Graduates. SESCDP graduate candidates may also apply for noncompetitive consideration if applicable.
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Professional/Technical Qualifications (PTQs):This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
Subject matter expertise on behavioral health continuum, including prevention, mental health promotion, treatment, harm reduction and recovery.
Experience working with mental health and substance use stakeholders. Demonstrated ability to lead coalitions, collaboratives and other convenings to advance goals of the agency.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
