In this position you will envision, plan, develop, maintain, and operate IT services and tools and provide resource management capabilities to ensure a secure, reliable IT infrastructure for Edwards AFB aligned with strategic Air Force objectives.

Plan, organize, coordinate, and facilitate weekly meetings, then create and publish meeting minutes for the Technical Review Board, Change Advisory Board, Requirements Review Board and Lines of Effort Board. Manage the unit's Cyberspace Configuration Management Program as an application administrator for ChangeGear, a commercially developed software platform for Information Technology Service Management. Create, update and maintain ChangeGear user access forms, accounts, privileges, roles and team assignments. Coordinate with unit and installation stakeholders and the ChangeGear vendor to create, implement, develop and maintain ChangeGear software applications, metrics and reports for change management, configuration management, procurement management, service request management.

  • Experience as a Change Gear software user and/or application administrator
  • Formal education, training and/or experience in software application administration, software programming, database management, and/or Information Technology Infrastructure Library (ITIL) best practices and applications
  • Experience in planning, organizing and facilitating meetings, and authoring meeting minutes of organization boards and/or committees
  • CompTIA Security + certification and ITIL Foundation certification
  • This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official
  • This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions of Information Technology (IT) Management Series positions located here SPECIALIZED EXPERIENCE: Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience includes performing data analysis reviews of computer systems, providing operational status of computer system resources and information systems, identifying computer system malfunctions and installing corrections, programming various computer systems, and providing recommendations to leadership to improve computer system operations. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Knowledge, Skills, and Abilities Knowledge of Information Technology Infrastructure Library (ITIL) principles, concepts, methods and practices for Information Technology (IT) Requirements Management, Procurement Management, Test Management, Change Management, Configuration Management, Incident Management, Service Management, and Life Cycle Management. Ability to research, analyze, interpret, and apply federal government and commercial industry guidance, methods, and practices, then develop, document, implement, and maintain an organization's Configuration Management (CM) Program and have effective resource management skills in order to plan, organize, and perform multiple complex activities simultaneously and meet leadership expectations for timely, satisfactory completion of all assigned tasks. Ability to configure, administer, operate, and maintain automated information management systems and applications, and create automated dashboards, metrics, and reports for information and decision making purposes and ability to apply various negotiation and persuasion techniques to gain positive agreement, commitment, and actions from customers, team members, and other stakeholders Ability to maintain good working relations and to communicate effectively with coworkers, customers, and leadership both orally and in writing in various formats and settings. The ability to write clear, comprehensive and professional messages and documents, and develop and present clear, concise, and professional presentations to customers and leadership. The ability to provide timely, concise, and accurate analysis and answers to address leadership's questions and concerns related to cyberspace configuration management.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
