In this position you will perform Cybersecurity testing in support of projects/programs pertaining to the developmental test and evaluation of Department of Defense (DOD) and commercial Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), weapon systems, and offensive and defensive avionics systems.

Serves as functional point-of-contact conducting comprehensive tests, studies, evaluations, and analyses for the organization. Applies a broad theoretical and practical knowledge of information technology and project management functions to the system acquisition process to develop, manage, and implement a disciplined T&E strategy supporting various DoD/Commercial command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) programs. Reviews test requests from AF, DoD, and other government agencies and develops a disciplined test and evaluation process. Evaluates efficiency and effectiveness of test resource use and test results. Participates in working groups to complete the assigned test, study, evaluation, analyses within established timelines and allotted resources. Analyzes problems discovered in prior tests, studies or actual operations and makes recommendations as to different approaches, which may provide a basis for better planning. Interacts as required with support members from the flight, squadron and other organizations to successfully complete the assigned project. Plans, organizes, and/or directs cyber, IT, or information/knowledge management (IM) activities which comply with legal, regulatory, and DoD-directed requirements and meet mission and customer needs. Coordinates with program and project managers of other organizations and agencies in developing, operating, and modifying policies to ensure local application meets mission/project requirements Serves as senior technical advisor on cyber, IT, or IM activities. Leads and/or participates in discussions, meetings, conferences, committees, or special IT projects.

  • DAWIA certification (Level II- desired) - must be able to obtain certification within 1-2 years of assignment.
  • Some travel may be required (less than 25%)
  • This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.
  • Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed “Unscheduled Telework.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions here. Information Technology (IT) Management Series, 2210 (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is at least 3 years of experience as Cybersecurity Specialist. Experience working on military aircraft offensive and defensive avionics systems, subsystems and required support systems or equipment highly desired. CompTIA Security+ certification - If not already obtained, candidate must be willing to pursue and obtain certification within 6 months of assignment. Knowledge and experience in the field of RF is highly desired. Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems. Knowledge Skills and Abilities: 1. Knowledge of integrated aerospace vehicles, ground systems or related systems/subsystems. 2. Knowledge to evaluate complex programs to ensure that system cybersecurity requirements, interfaces, capabilities, and program factors are considered in planning, monitoring, and reviewing cybersecurity artifacts, system security engineering documents. 3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. 4. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance. 5. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance. 6. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs. 7. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome. Ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs. 8. Knowledge of organizational mission and function and how to work effectively within its social, political, and technological systems to achieve measurable high-quality, timely, and cost-effective results. Ability to determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals. 9. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.

Education

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
