This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
You will serve as the Integrated Training Systems Project Lead in the Readiness & Training Systems Department, Integrated Training Systems Division, Training Systems Product Support Branch (Code R24) of the Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity.
Duties
You will adjudicate sponsor tasking to prepare proposals, statements of work, and financial reports to support program and product improvement data calls.
You will be responsible for budget execution, including the development and review of task statements and spend plans.
You will implement approved execution plans, monitor the execution of assigned funding, identify problems and improvement areas, and report to sponsors and NSWCDD DNA leadership on the status of funds and projects.
You will develop, manage, and update key project documentation including Plans of Action and Milestones, Work Breakdown Structures, and Integrated Master Schedules, resourcing, and presentations.
You will manage the tasking and task execution of two government technicians, one in San Diego and one in Virginia Beach.
You will coordinate contractor and sailor support as required to complete shipboard Integrated Training System Grooms and sailor training in accordance with statements of work.
You will oversee Integrated Training System Grooms and sailor training.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs. Examples of qualifying experience may include (1) knowledge of budget artifacts (Funding budget requirements, Basis of Estimate, budget execution, etc.) required to support the Warfare Systems Engineering Teams responsibilities and financial management tools; (2) knowledge of Integrated Training Systems; (3) knowledge of BFTT system and BFTT Grooms process; (4) experience analyzing project information and producing documentation as directed by Task Planning Sheets (TPS) or other TYCOM/sponsor direction and as required by policy, instruction, guidance and law; (5) ability to collaborate with military and civilian customers to determine technical requirements, plan for shipboard system assessments, grooms and sailor training based upon those requirements; (6) knowledge and experience with system requirements definition, integration, test, delivery, and sustainment.
