The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.
Duties
Serves as recognized expert in IT Capital Planning and Investment Control (CPIC) and works as an advisor to the Defense Technical Information Center Chief Information Officer (CIO) and the Comptroller.
Ensures that a coordinated and sound business vision for information resources management is achieved by providing IT leadership, policy, strategic business, investment, and information compliance management guidance and assistance.
Serves as the Center's expert on IT investments throughout their life cycle.
Coordinates the development and implementation of strategies, plans, standards, and procedures to achieve Departmental objectives and priorities established by the CIO.
Provides planning support and develops CPIC and earned value management (EVM) processes and provides strategic analysis and guidance.
Attends meeting with IT leaders and experts across the Department, maintaining contacts with other Departments and Government agencies, and presenting project status briefings to the CIO.
Establishes goals for improving the efficiency and effectiveness of agency operations and, as appropriate, the delivery of complex services to the public through the effective use of information technology.

Qualifications
Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions
Specialized experience:
In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience managing Information Technology (IT) budget submission development and being the primary author of key sections of annual IT budget at the program or agency level; contributing to analytical studies and cost-benefit analyses and has supported presentations to SES-level management; managing performance reporting measure development and subsequent reporting for agency investments and regularly reporting to senior departmental and agency management; and providing reports, briefings, and information papers.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
