Qualifications

The qualification requirements listed below must be met by the closing date of this announcement. You qualify for this position at the GS-09 level (starting salary $64,957) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-07) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes:  Applies specific budgetary rules, regulations, principles, and procedures associated with all phases of budget formulation; AND Executing related to segments of the budget for assigned support activities. OR Master's or Equivalent Graduate Degree -OR- 2 full years of progressively higher-level graduate education leading to such a degree; -OR- LL.B. or J.D., if related. OR Combination of education and experience. You qualify for this position at the GS-11 level (starting salary $78,952) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service.  This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.  Specialized experience for this position includes:  Analyzing budget and/or financial program data to develop annual and multi-year budget estimates for assigned programs and activities; AND Conducting research, identifying, and analyzing trends in the use of funds; AND Recommending adjustments in program spending that require the rescheduling of program workloads. OR Ph.D. or equivalent doctoral degree; -OR- 3 full years of progressively higher-level graduate education leading to such a degree; -OR- LL.M., if related. OR Combination of education and experience (if required)  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: Qualifications are based on breadth/level of experience.
