The incumbent serves as the Oncology Data Program Analyst in a large, complex VA Medical Center with pathology, medical and surgical oncology services, and a research program affiliate with a major medical school. The work of the position supports the care and treatment given to patients with malignant conditions and certain benign CNS tumors. The incumbent manages and reports oncology data using a variety of national standards, established reference materials, and databases.

Duties

Major duties include, but are not limited to the following: Assurance of compliance and implementation with regulatory requirements of accreditation bodies including American College of Surgeons, local administration, VISN, JCAHO, and other accreditation bodies as determined by appropriate authorities and national directives. Incumbent uses a variety of software programs to retrieve, track and analyze pertinent data from the oncology patient database and other web-based programs. Curates, analyzes, compiles, consolidates, reviews and edits information relevant to cancer prevention, diagnosis, treatment, clinical trial participation and disease surveillance. Analyzes and tracks a variety of case finding sources daily/weekly/monthly, including but not limited to clinic lists, weekly/ monthly Cancer Conference agenda, cancer patient tracking systems, laboratory and procedure reports, SNOMED lists, radiology reports, community consults, etc. Prepares various reports to effectively assess organization-wide progress towards established goals. The incumbent trains new credentialed and non-credentialed oncology data management staff in coordination with the supervisor. Collaborates with the supervisor for the design, oversight, and to conduct audits of the case ascertainment and data curation processes to ensure high quality complex data, accurate work, productivity expectations, and compliance with guidelines issued by the Commission on Cancer, the VAMC Cancer Committee, the National VA Oncology Program and the NCI SEER Programs. Provides verbal and/or written reports regarding oncology data management requirements on quarterly, biannual or annual basis according to CoC standards for accredited programs. Provides Cancer Committee feedback on oncology data management deficiencies, requirements or other factors requiring support or oversight to maintain standards. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday to Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of theory and principle of management and organization. Knowledge of administrative practices and procedures common to organization such as routing of correspondence, filing systems, storage of files and records. Using qualitative and quantitative analytical techniques. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Knowledge of the multidisciplinary approach to cancer prevention and treatment. Basic knowledge of medical terminology related to the classification, diagnosis, staging and treatment of cancer. Knowledge of the American College of Surgeons', Commission on Cancer standards for accredited cancer programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate level degree; or Two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D, in a related field that meets the requirements for GS-09. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. Combinations of successfully completed post-high school education and experience may be used to meet total qualifications requirements for grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the multidisciplinary approach to cancer prevention and treatment. Knowledge of medical terminology related to the classification, diagnosis, staging and treatment of cancer. Knowledge of the organization, missions, and function, project and programs of hospital and central oncology registry databases and National Cancer Database(NCDB) of the College of Surgeons. Knowledge of management and organization in the comprehensive case ascertainment processes i.e., electronic case finding, clinic list review, cancer tracking systems, laboratory reports, SNOMED lists, caner case conference, radiology reports, radiation therapy reports, community consults, etc. Participating in development of process improvement to meet standards. Knowledge of data acquisition and analysis in order to retrieve data from database appropriate for data management task or data request. Knowledge of agency and bureau regulations, policies, practices and procedures governing cancer care. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LLM. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. Combinations of successfully completed post-high school education and experience may be used to meet total qualifications requirements for grade GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
