About the Position: This Program Manager GS-0340-14 is located with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Programs and Project Management Division, Civil Branch located in Fort Worth, Texas This is a Time-Limited Position: This position may be filled as a temporary promotion NTE 1 year by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition.

Duties

Manage a variety of special, one-of-a-kind regional-wide programs/projects, including Dallas Floodway System, critical to the accomplishment of the USACE and Southwestern Division mission. Oversee the development of all projects specific Project Management Plans to assure optimum product schedule, cost, scope, acquisition planning, budget and quality. Apply technical knowledge and initiates actions to avoid anticipated or actual problems detrimental to the program. Monitor obligation and expenditures, anticipates schedules, budget, manpower, or quality problems, and takes appropriate actions to prevent them. Attends meetings with appropriate agency officials, Architect-Engineers, contractors and representatives. Ensure detailed program plans interlaced with individual project plans, tasks and schedules are completed by Project Delivery Team.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position may require the employee to occasionally travel from the primary duty station in downtown Fort Worth to the City of Dallas offices and project sites throughout Texas periodically up to 30%.
  • Incumbent may be required to work overtime or weekends, evenings, and holidays on an as needed basis to be available for phone calls or attendance of public meetings.

Current Department of Army Civilian Employees In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Overseeing a multi-disciplined team program comprised of multi-year military, civil, or reimbursable funded design and construction projects; AND 2) Analyzing construction program progress, complex issues, and provide recommendations/solutions to keep projects on schedule.; AND 3) Developing specific project management plans that include schedule, costs, scope, and risk management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationPlanning and EvaluatingProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
