The purpose of the position: Provides and/or obtains a variety of management services: administrative, human resources management, budget and finance management, program analysis, and office support services.
The Organizational Location of the Position is: Office of the Chief, Audiology and Speech Pathology Service (ASPS), VA North Texas Health Care System (VANTHCS), Dallas, TX.
Duties
Duties include but not limited to:
Personnel and Management Administration:
Coordinates the administrative requirements for the ASPS staff education and training (including professional education), safety and computer training. Notifies supervisors and employees on a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas that affect ASPS. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Participates with the supervisor or other ASPS supervisors with issues pertaining to employee performance and/or conduct. Reviews personnel action requests; awards, promotions and section supervisors' disciplinary action documentation. Prepares recruitment documents for vacant ASPS positions. and uses HRSmart to initiate SF52s for personnel actions.
Administration & Analysis:
Prepares draft or portions of administrative policies and procedures. Reviews and analyzes information and data on pertinent issues and makes recommendations to the managers and supervisor. Notifies ASPS managers on new or revised VA, VANTHCS and/or other government agencies' guidance impact on current operations. Drafts 2 administrative policies, directives, and procedures for implementation. Participates in the development of strategic long-range planning. Reviews plans and prepares suggestions for modifying ASPS mission. Ensures inquiries, correspondence, and actions are addressed appropriately. Prepares a variety of reports, graphs and charts, and correspondence on the administrative functions. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets) for overall quality of the document, appropriate levels of coordination, consistency, and compliance with policy. Contacts the originating staff member to recommend changes, etc. before documents are forwarded to the Chief ASPS, or the executive office staff.
Budget/Financial & Equipment Management:
Prepares annual budget input. Monitors Service expenditures to ensure expenditures are consistent with budget formulation plans and funds availability to support patient programs as the fiscal year progresses. Prepares request for increases in funding to support changes to/in missions. Notifies the Chief ASPS of funds availability and/or funding changes during the fiscal year. Contacts Fiscal Service to resolve funding issues or problems. Prepares report and recommendations for covering changes in mission goals and/or requirements. Monitors compliance with program documentation requirements.
Conducts inventories or supply needs, services, equipment, property, and material requirements for the Service. Documents discrepancies and resolves errors and/or missing items.
Serves as the back-up Automatic Data Processing Coordinator (ADPAC).
Work Schedule: Monday-Friday, 7:30 a.m. - 4:00p.m. or 8:00a.m.- 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, developing, and evaluating administrative issues and providing guidance on administrative matters; planning and executing the budget; and coordinating personnel actions with Human Resources. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond as described above. (Transcripts Required)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
