About the Position: Provides direct support to the Chief, Civilian Personnel Division assigned to Head Quarters Department Army, Deputy Chief of Staff G-3/5/7 Administration and Resources Directorate on a wide variety of administrative and personnel management support functions essential to the accomplishment of the mission of the organization.

Duties

Assist management mandatory requirements pertaining to records management, time and attendance, personnel, awards, and performance management. Improve management methods and procedures and assure the efficient and effective utilization of resources. Identify administrative or management issues impacting the personnel and administration of the organization. Conduct research to identify issues; and collaborate with administrative personnel in higher management in finding solutions to personnel problems. Develop administrative plans and a wide range of procedural and administrative guidelines to increase efficiency. Coordinate the appraisal and awards programs and ensures completion of performance appraisals by required dates. Compile various monthly, quarterly, and special statistical narrative reports by obtaining facts and figures from a variety of databases and files.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience which includes assist in research of issues to complete projects for leadership; recommend solutions to problems in administrative process; and support the increased efficiency of the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business or management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes support maintain department's personal records for management; plan projects to improve the efficiency in administrative support activities; and identify problems on the efficiency of administrative programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:business and management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes review personal records operation to ensure accuracy; assemble various reports from multiple sources to present to leadership; and provide counsel to management on a wide variety of personal management tasks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Position is being filled at the GS-09/11 target GS-12 level. Duties described reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
