The primary purpose of this position is to serve as an Information Technology (IT) Specialist in performing systems analysis to meet the business requirements of customer organizations and in planning, designing, and implementing applications software programs.

Duties

Performs continuing evaluation of automated equipment, equipment locations, use, costs, and acquisition to define opportunities for new or improved business processes solutions. Provides system design and programming services for one or more applications software programs, systems, or subsystems. Evaluates new application software technology. Participates in both small and large-scale projects designed to study and recommend IT advancements. Responds to user application problems and prepares system documentation. Receives and responds to trouble reports from systems and applications software users.

  • Requires a TOP SECRET (TS) security clearance with eligibility to access Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to perform fully.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. May be subject to reasonable suspicion testing, safety mishap, or accident testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USSPACECOM, national security, and public safety.
  • Incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing.
  • Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
  • May be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Certification holders must ensure their certifications stay active; expired certifications must be renewed. Failure to receive the proper IA certification may result in removal from this position.
  • In addition to the baseline IA certification requirement, employees with privileged access must obtain appropriate Computing Environment (CE) certifications for the operating system(s) and/or security related tools/devices they support.
  • Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03.
  • Cyberspace Workforce Qualification and Management Program for the work role codes: "461 - Systems Security Analyst" and "431 - Knowledge Manager". Failure to comply may result in removal from this position.
  • Position is eligible for telework in a regular and reoccurring or situational status while requiring occasional visit to duty location based on the mission directive and discretion of the supervisor. A signed telework agreement is required.
  • May be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes knowledge of a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications. Knowledge of methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, database management features, and test and evaluation methods sufficient to design, code, test, and debug large and complex programs and provide technical guidance to others in designing, coding, testing, debugging, and maintaining programs. Knowledge of the installation's mission and objectives to assess its IT status and requirements. Knowledge of techniques required to study existing architecture of installation systems and test possible enhancements. Knowledge of IT application software design principles, methodologies, and approaches used in developing, coding, testing, debugging and maintaining applications software that support functional requirements. Knowledge of IT applications software concepts, principles, methods and practices sufficient to plan and carry out assignments, develop new methods, approaches, and procedures, and to provide advice and guidance on a wide range of issues. Knowledge of software programming logic, design, programming languages sufficient to analyze hardware and software requirements of assigned projects, and to develop new or modified applications software programs. Knowledge of a wide variety of established commercial applications software programs and how they interrelate and function within various environments sufficient to render recommendations on development of new software vs. purchase of off-the-shelf programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of overall IT principles and systems analysis concepts and techniques, including new and emerging IT security methods and principles. Knowledge of system design tools, methods and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques and testing methods. Knowledge of system software design concepts, practices, principles methods, approaches and systems development life cycles, including systems documentation, design development, configuration management, cost analysis, systems integration, and testing. Knowledge of the basics of software programming languages such as COBOL, VISUAL BASIC, C, C++, Ada, JAVA, FORTRAN and PASCAL. Knowledge of cybersecurity principles and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation); skill in evaluating the adequacy of security designs. Ability to analyze organizational IT systems and applications software requirements, develop supportable recommendations for enhancement, apply CASE tools, and design, write, code, debug, test and maintain applications. Ability to troubleshoot applications and systems problems and provide user support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
