Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
Duties include, but are not limited to:
Acting as a principal advisor to executive leadership on portfolio risk management and issues, financial management, budget, and other strategic issues. The Treasurer advises the CFO on the establishment of risk management policies and practices for EXIM's product lines and overall portfolio; including the development and maintenance of effective risk measurement methodologies and budgetary policies required to ensure the financial health of EXIM.
Managing the preparation of the Bank's annual budget as well as the execution of the current approved budget. The incumbent is also responsible for tracking and monitoring of offsetting collections, subsidy as well as the administrative expenses.
Managing the Bank's portfolio unit which includes the development of the Bank's credit loss factors. Planning and developing the Bank's annual portfolio re-estimate. The annual portfolio re? estimate calculates the necessary reserves on the Bank's exposure. Manages the Bank's cash control function.
Exercising supervisory responsibilities over a staff of professional and technical personnel who carry out the work responsibilities of the Division. The Treasurer plans, develops, and coordinates a variety of EXIM wide projects and programs at the direction of the CFO and DCFO. These programs and projects are of strategic national and international importance.
Briefing members of the Board of Directors and staff, and acting as advisor at high-level conferences with representatives of government and industry. Serves as the primary point of contact for the Bank with the Office of Management and Budget and other relevant U.S. agencies.

Qualifications
Specialized Experience GS-15: One year of specialized experience equivalent to the GS-14 level in the Federal or other equivalent pay system that has equipped you to perform the major duties of this position.
This specialized experience includes:
Experience serving as a principal advisor to recommend expert strategies on portfolio risk management and issues, financial management, budget, and other strategic issues.
Experience supervising and leading teams of managers and employees towards achieving program goals and objectives.
Experience overseeing the preparation and execution of an organization and divisions annual budget to include tracking and monitoring collections, subsidy and administrative expenses as well as developing expense and revenue projections.
Experience communicating orally and in writing briefing internal and external stakeholders on status updates and issues to include senior leadership, U.S. Agencies, and Congressional Committees.
Experience applying qualitative and quantitative methods in developing credit loss factors and all cash control functions and activities.
Education cannot be substituted for experience at the GS-15 grade level.
