You will serve as a Financial Program Manager in the Machinery Programs & Platforms Department, Code 20 of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will implement and execute budget and financial management policy and procedures. You will analyze and evaluate administrative aspects of substantive, mission-oriented programs (i.e., developing long-range program plans, goals, objectives and milestone, etc.). You will identify and develop new ways to resolve problems or to cope with issues affecting accomplishment of program goals/objectives. You will develop administrative guidelines for the conduct of program operations or develop new criteria for measuring program accomplishments. You will evaluate key organizational program/projects and issues concerning administrative functions, administrative program operation, financial analysis, business operation and resources use, as a recognized expert. You will plan, schedule and ensure execution of major projects regarding programs/organizational effectiveness and involving complex features of program implementation.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing program management data to establish financial plans (e.g., budget development, execution analysis) and policies that ensure program/project objectives are met.
