You will serve as a PROGRAM MANAGEMENT SPECIALIST in the Energy Conversion Research and Development (R&D) Branch (Code 325) of the Machinery Research and Silencing Division (Code 32) within the Machinery Research, Logistics & Ship Integrity Department (Code 30), of NSWC PHILA DIV.

Duties

You will serve as the primary point of contact for all financial matters including providing assistance to the Customer Advocate with financial data calls related to Submarine Life Support HMandE Research and Development efforts in Philadelphia. You will engage with the Customer Advocate (CA) to determine the Annual Fiscal Year Budget requirements and develop/submit such to the NAVSEA Program Office the Fiscal Year (FY) Task Planning Sheets (TPSs). You will serve as a liaison between NSWCPD technical and programmatic managers and NAVSEA Program Office budget managers to develop programmatic and contractual execution strategy for task execution. You will develop programmatic and technical presentations in the area of Submarine Life Support and Power and Energy Research and Development and provide programmatic briefs to senior program leaders in NAVSEA program offices. You will manage program or project schedules, milestones, scopes, quality controls, risk, issues, communication management, and budgets from preliminary stages through design, development, operation and de-commission/close-out. You will monitor resources and interim milestones to ensure consistency with scheduled work and monitor/measure performance (earned value, metrics, and other performance methods), in order to assure commitments of all parties are maintained. You will coordinate or administer all phases of assigned contracts from inception to completion including identifying what is needed to accomplish program mission requirements. You will present formal and informal presentations pertaining to projects/programs to Project Managers, mid- and senior-level management, and maintain liaison with counterparts at higher levels (regional, Headquarters), on policy and program issues.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing program or project execution data to establish or monitor financial management plans and track progress to ensure program/project objectives are met.
