Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Prize Competitions Program Administrator. Make a difference in the West by assisting in meeting increasing water demands while protecting the environment.
Duty Location: Lakewood, Colorado
Duties
-Guides multiple competition-specific technical teams in the design and judging of prize competitions. Coordinates R&D staff and partners' evaluations of post-competition opportunities to utilize solutions, which may involve more research and/or technology transfer partnerships with private-sector or non-Federal entities. Enhances external partnerships to increase resources available for prize competition activities.
-Develops external science, technology, and stakeholder networks. Partners with Reclamation Region, Area, and Field offices on competition activities, enlisting their staff, facilities, and resources as appropriate and available. Engages Department solicitors to assure prize competition agreements conform to legal authorities and appropriately address intellectual property and sensitive information handling. Develops partnerships with other government agencies or non-Federal research organizations to access external technical services and resources. Collaborates with Reclamation Public Affairs on development of promotional materials and media announcements.
-Administers prize competition activities under the R&D office. Identifies when prize competitions are the tool of choice to support the Administration's and Reclamation's research needs and priorities. Implements portfolio of multiple prize competitions. Analyzes prize competition opportunities and challenges, advising on course of action and strategies for effectiveness. Coordinates with R&D Program Manager, program administrators and budget analyst to support budget execution and formulation. Coordinates with internal offices to administer prize competition service agreements. Assesses costs, benefits and impacts of prize competitions.
-Prepares and presents information on prize competitions and prize competition program orally to a range of audiences including but not limited to internal staff, stakeholders, academia, partner agencies, and industry. May also develop complimentary materials - written or otherwise.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service. Examples of specialized experience include conducting or managing projects or programs that pursued innovation in water and related resource management; cultivation and management of multi-entity/agency teams; conducting program administration functions, such as developing work plans by working with subject matter experts in natural sciences and engineering; knowledge of budget development and tracking practices; proficiency coordinating activities on a complex workload involving the management of multiple concurrent projects; and, developing practices, procedures or implementation guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
