Duty Location: Lakewood, Colorado
Duties
-Oversees portfolio of water resources science and engineering research projects. Coordinates with principal investigators and subject matter experts regarding project status. Convenes development of program strategy documents working with subject matter experts to communicate research needs to potential researchers Oversees portfolio of water resources science and engineering research projects. -Develops external science, technology, and stakeholder networks. Engages Reclamation Region, Area, and Field offices to build program awareness and engagement. Develops partnerships with other government agencies or non-Federal research organizations to access external technical services and resources. Collaborates with Reclamation Public Affairs on development of promotional materials and media announcements.
-Administers the Science and Technology (S&T) Research Program, including program execution and resource allocation, synthesizes program activities, develops and implements the research selection and identification process. Also oversees program execution and resource allocation for technology transfer, outreach, other office administration supported by the S&T Program fund. Establishes process and schedules; coordinates with the research coordinators, the Research and Development Program Manager, and the Regional Science and Technology Coordinators; supports project closeouts to demonstrate results of funded projects.
-Communicates with internal and external audiences about program process and research outcomes to facilitate robust participation and effective dissemination of program information. This includes but is not limited to offering training/orientation for researchers interested in applying to the program, briefing leadership on program status, and clearly communicating tasks to those supporting the program.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service. Examples of specialized experience include familiarity with competitive research funding processes as an applicant, manager/administrator, or both; knowledge of water/natural resource management science/engineering subjects; proficiency at leading project management and coordination activities; experience with information management systems; experience preparing briefing documents; and knowledge of budget development and tracking practices.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
