This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA SOCOM, Fort Liberty, NC.

Duties

Assists in providing the Joint Special Operations Command with a full set of data, voice, video, and transmission network system services. Provides customer support to Joint Special Operations Command enterprise network, and liaison functions between the customer and DISA/Global Control Center, Network Operations Centers, DISA communications facilities, and other DISA Field Offices. Provide a plan, and manage the installation and fielding of new or relocations of Department of Defense information networks or customer facilities, and develop the support policies and procedures for insuring quality installations. Provide system support, technical and cybersecurity advice, assists supported commands in the analysis and system engineering required to deliver/improve Department of Defense information network systems, procedures, and capabilities. Development, acquisition, testing, troubleshooting and fielding activities associated with the Airborne, Intelligence, Surveillance and Reconnaissance (AISR) global communications infrastructure. Provide the customer with a full set of data, voice, video, cloud and transmission network system services ensuring the supported commands requirements, objectives and plans are adequately considered and addressed. Serve as an action officer, telecommunications data networks technical expert, advisor, trainer, and liaison officer for Department of Defense information network systems. Provides 24-hour on-demand system and/or network support to the customer.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Drug testing required.
  • OGE Form 450, Confidential Financial Disclosure Report required.
  • This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
  • Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
  • Physical is required yearly.
  • The incumbent is subject to deploy overseas or required to perform temporary duty assignments overseas support of military operations, which could become an uncommon tour of duty if mission or conditions warrant.
  • Overtime may be required as workload demands.
  • This is a KEY position and cannot be vacated during an emergency or mobilization.
  • Participation in Deployment Readiness Processing (DRP) as required by Joint Special Operations Command.
  • Maintain and wear military uniforms to include Load-Bearing Vest, Assault Pack, Ruck Sack, canteens, poncho, Advanced Combat Helmet and all other applicable military equipment required by Joint Special Operations Command.
  • The incumbent will complete weapons qualification on an annual basis and will carry military weapons for personal defense during contingencies, as required.
  • The incumbent will be required to take part in Joint Special Operations Command sponsored readiness exercises within CONUS or OCONUS.
  • The incumbent will complete annual or semi-annual Nuclear, Biological, and Chemical (NBC) training and any other required training.
  • Attend special training associated with: The Laws of War, The Uniform Code of Military Justice, Standards of Conduct, Coping Skills for Prisoners of War, Cultural Awareness Training, and other training as required by Joint Special Operations Command.
  • The incumbent may be required to work aboard surface vessels while underway on trial runs or regular operations.
  • This position requires the employee to drive a motor vehicle. An appropriate valid driver's license is required for the position.
  • The incumbent must maintain readiness for 48-hour recall to duty during non-work periods or for deployment.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in voice, video, and data communication to include planning and managing the fielding and installation of telecommunication data network equipment; implementing data support policies and procedures; and cybersecurity requirements to ensure continuity and quality of service. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. This position has been designated as Emergency Essential. Incumbent must sign a statement of understanding and an agreement to continue to perform the duties of this position in the event of a crisis until relieved by proper authority. Incumbent's dependents shall be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuees. You may be required, as a condition of employment, to take the series of anthrax vaccine immunizations to include annual boosters. This may also include other immunizations that may in the future be required for this position, or for a position you may fill as an emergency-essential alternate. Failure to take the immunizations may lead to your removal from this position or separation from Federal Service.

There is no substitution of education for the qualifying experience at the GG-13 grade level
