The Clinical Applications Coordinator (CPRS Trainer) will implement training and support of Veterans Health Infrastructure Architecture (VistA), Computer Patient Record System (CPRS) and other clinical applications related to CPRS. The incumbent is expected to understand the economics, structure, and networking in the VA system and the community, This position also serves as a member of the CPRS VISN 7 Clinical Applications Coordinator Team and participates in other teams as assigned.
Duties
The duties of this position includes but not limited to:
Design and develop employee development programs.
Evaluate employee development programs.
Possess knowledge and skill in utilizing both CPRS/VISTA and windows based software.
Provide customer service to internal customers.
Provide customer service to external customers.
Provides customer with consistent information according to established policies and procedures.
Make clear oral and written presentations.
Analyze and communicate CPRS/VISTA related problems that have an impact on end-users.
Skill in training personnel on the use of CPRS/VISTA and related software.
Understand the program goals and the administrative operations of the organization.
Use clinical and administrative applications to assist the facility to meets its goal of superior care.
Ability to meet the needs of the customer by spending a considerable amount of time at a computer terminal, standing, or walking throughout the medical center.
Create written instructions/presentations to Staff for refresher trainings.
Provide routine and adhoc CPRS/VistA training to medical staff.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 8:00am - 4:30pm - Monday through Friday, subject to change depending on the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023.
GS-07 Minimum Requirements:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Computerized Patient Record System (CPRS) coordination and training. Possess knowledge and skill in utilizing both CPRS/VISTA and windows based software. Provides customer service to internal and external customers. Design and develop employee development programs. Understands the program goals and the administrative operations of the organization.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed at least 1 full academic year (18 semester hours) of graduate level education in an accredited college or university or I have superior academic achievement (SAA).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond undergraduate level. Total qualifying experience and total qualifying education are each figured as a percentage of the experience and education required for the GS-7 level of the occupation being filled, and the total of the two percentages must equal 100 percent to qualify.
GS-09 Minimum Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing CPRS coordination and training for medical; non-medical personnel and other medical center personnel. Design, develop, and evaluate employee development programs. Possess knowledge and skill in utilizing both CPRS/VISTA and windows based software. Provides customer with consistent information according to established policies and procedures. Analyze and communicate CPRS/VISTA related problems that have an impact on end-users. Provide monthly CPRS/VISTA training to medical staff.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education in excess or beyond one year of graduate education. Total qualifying experience and total qualifying education are each figured as a percentage of the experience and education required for the GS-9 level of the occupation being filled and the total of the two percentages must equal 100 percent to qualify.
Preferred Experience: Teaching/Training experience. Experience with CPRS and VistA computer systems.

Physical Requirements: The employee spends considerable amount of time sitting at a computer terminal, standing during training or presentation sessions and walking throughout the medical center in the performance of regular duties. Lifting of approximately 15 pounds may be required. Work outside normal business hours may be required.
